Quite simply, it is the collection of people, agencies and institutions which determine and implement domestic and foreign policy but which are not elected by voters. Vote elected representatives out of office if you're not happy about the direction your country is headed, but the Deep State is dug in like a tick. It will take more than an election to take power back from them. But the Deep State isn't of one mind. It's various factions often work at cross purposes to one another, and some of them might even want what you want.
