Governor, Kesha Ram, about how the 2016 attempt to legalize recreational marijuana went off the rails and ended in no change at all to the law. Vermont does not allow citizen-lead ballot initiatives, and Governor Peter Shumlin was hoping to make Vermont the first state in which lawmakers rather than citizens lead the push to end the prohibition of marijuana at the state level.
